The Concept Plan

The NSW Government has produced a Consolidated Concept Plan for Barangaroo. The Consolidated Concept Plan follows the approval of a Draft Concept Plan in February 2007 and addresses issues raised in the Conditions of Consent imposed with that approval. The Concept Plan is the statutory master planning instrument which will guide the urban renewal of Barangaroo. Any work on the site is subject to future project applications and determination by the Minister for Planning.

The Concept Plan covers two key themes. Firstly the physical arrangement of buildings and open space on the site is based on a plan to “complete” the cityscape of Sydney by reconnecting the western foreshore to the CBD. It also provides a western façade to the Sydney skyline that matches its much-celebrated eastern face. The urban design incorporates road and transport systems integrated with the existing city core and metropolitan area.

The second key theme of the Concept Plan concerns a range of policy initiatives that provide the site with the layering of people and activity essential to successful place making. These initiatives cover a range of agendas including social inclusiveness, sustainability opportunities, activation strategies and cultural needs.

The Concept Plan incorporates clear guidelines in terms of the mix, scale, location and height of the proposed built form land uses. Commercial floor space is the dominant built form land use but the site will also include retail, hotel, residential and community uses. More than half of the 22 hectare site will be new public parkland.
